The expedition into the undersea, didn't go as planned, and only one of the rebel mages were brought to "justice".   The majority escaped as their brother brought them time, and the forces of Oceania were tied up battling Sirens and Nixies. A second expedition is sent after the rebel mages before they cause more anarchy in Oceania.
