The npc’s will alert you of information that may or may not be true of a missing governor and her mother.  You’ll have to decipher the clues left. You’ll find the governors office ransacked with broken potion vials on her desk and floor, strange potions. and a note left in the goo on the desk, addressed to Rowan.
