Guide to understanding the Murder System
Attacking an innocent (Blue) character in Felucca, or other area having the Felucca ruleset, is considered an attempted murder. If the victim dies before the criminal flag timer ends, the attacker is guilty of murder, regardless of whether he actually administered the killing blow. This includes damage inflicted by pets or summons. A murdered character can elect to report his murderer(s), reporting can take place some considerable time after the actual attack. If you are reported in five or more successive murders you will highlight red to other players and come under the restrictions that apply to murderers. If this transformation occurs in a Trammel ruleset area you will be instantly transported to Felucca.
Restrictions

You may not travel by recall, sacred journey, gate travel spell or public moongate to any area governed by the Trammel rule set.

NPC merchants will not sell goods to you

You may not gain 'virtue' or use virtue abilities

Anyone can attack you without becoming criminal

Guards will not protect you if you are attacked in a guard zone

Wandering Healers will not resurrect you, you must find a Priest of Mondain to perform this function for you

Virtue shrines will not resurrect you, only the Chaos shrine will perform this function

Pets and summons will share your 'red' status and are also freely attackable

Murderers can enter towns within the Felucca rule set area and access their bank accounts; however, should they choose to attack anyone within the town boundaries, the town guards will respond.
Murder Counts
There are two different kinds of murder counts, short term and long term. When you murder another player you receive both a short-term and a long-term murder count.
Short Term

Each 8 hours of playtime removes one murder count, unless a further murder is committed in that time.

Committing a further murder re-sets the timer on the partially-decayed count, plus adding a further count to the total.

Long Term

Each 40 hours of playtime removes one murder count, unless a further murder is committed in that time.

If you acquire 5 or more long-term murder counts you become "red."

Your long-term count is always equal to, or greater than, your short-term count.

Committing a further murder re-sets the timer on the partially-decayed count, plus adding a further count to the total.

Determining Your Status
To check your current 'red' status use the phrase "I must consider my sins." You will receive a message showing your short and long term counts.
Pardons
There are two types of 'pardon' documents in game. A forged pardon, obtained as rare loot in level 6 or 7 treasure chests, will remove one murder count. A Forged Royal Pardon is more powerful, and will remove all murder counts from a character. This item is bought from the silver trader by participants in the Virtue vs Vice system but can be used by any red character.
